Two of these — the new vehicle crossing and demolition — are present on almost every duplex build, which is why the CTMP rate is so high. Add a classified-road or growth-area frontage and the plan needs to cover Transport for NSW design vehicles and swept paths to AS 2890.2 and Austroads templates.

When a duplex might escape the CTMP requirement

There is a narrow set of cases where Blacktown will not condition a full CTMP. They are rare for true dual-occupancy builds, but worth knowing:

  • The build retains the existing dwelling's driveway and adds no new layback
  • No demolition is involved (a rear-attached extension, for example, treated as a dual-occ)
  • The Notice of Determination contains no mention of "construction management", "traffic", "vehicle", "road" or "footpath"

Even in those cases, you usually still need a Traffic Control Plan (TCP) or Traffic Guidance Scheme (TGS) for the brief crossover or service-connection works on the road. A TCP/TGS runs $250–$450 — meaningfully cheaper and faster than a full CTMP.

The simplest test: read every condition on your Notice of Determination. If the words "construction management", "traffic", "swept path", "Work Zone" or "road occupation" appear anywhere, you need a CTMP.

What Blacktown's CTMP condition actually says

The wording on a Blacktown duplex consent is usually a variation of this:

Prior to the issue of the relevant Construction Certificate, a Construction Traffic Management Plan shall be prepared and submitted to and approved by Council.
