Is a Traffic Control Plan still a thing in NSW?
Yes — but "Traffic Control Plan" (TCP) is the old name. In NSW the same document is now formally called a Traffic Guidance Scheme (TGS), the term Transport for NSW adopted to align with national practice. Nothing about what you need has changed: it's still the site-specific diagram showing how vehicles, pedestrians and workers move safely around a work zone, and it's still required before you can legally occupy a public road or footpath. Most councils and contractors still say "TCP" day-to-day, so if your paperwork says TCP, you're in the right place — we design it under whichever name your council or principal contractor uses, from $250, same day.
One nuance worth knowing: a few people use "TCP" loosely to mean the broader written strategy and "TGS" for the diagram. In everyday NSW usage they're the same thing — the work-zone diagram. The genuinely separate document is the higher-level Traffic Management Plan (TMP), and for a whole development build it's the Construction Traffic Management Plan (CTMP). When You Need a Traffic Control Plan
You need a TCP (TGS) whenever your work affects a public road, footpath or shared zone — and especially when applying for a council permit or TfNSW Road Occupancy Licence. The most common triggers in NSW:

Why traffic control plans get rejected (and how to avoid it)
A rejected plan doesn't just cost a revision — it can reset a TfNSW Road Occupancy Licence clock by another ~10 business days and stall your start. Most rejections fall into five buckets, and nearly all are avoidable up front.
Inaccurate road measurements
If the plan shows a 3.5m lane that's actually 3.1m on the ground, the reviewer sends it straight back. Plans must reflect the true geometry of the site — measured, not assumed.
Generic template, no site context
A library template that ignores the actual bus zone, bike lane, driveway or school crossing on your street is the fastest rejection in the catalogue. Reviewers want a plan drawn for your site.
Sub-1.2m pedestrian gaps
Pinching the footpath detour below the 1.2m accessible minimum is a near-certain bounce in high-pedestrian LGAs. The detour has to work for a wheelchair or pram, drawn to standard.
Outdated terminology & bodies
Plans referencing "RMS" (replaced by TfNSW in 2011) or superseded codes signal an out-of-date approach and trigger a tougher review. Every MK plan is current to TfNSW, AS 1742.3:2019 and TCAWS 6.1.
Wrong authority
Lodging with council when the road is a TfNSW classified road needing a Road Occupancy Licence — or vice versa — bounces the application before assessment. Confirm the road authority first.

Is a "Traffic Control Plan" still the correct term in NSW?
"Traffic Control Plan" (TCP) is the older name. Transport for NSW now formally calls the same document a Traffic Guidance Scheme (TGS), to align with national practice. Both refer to the site-specific diagram of signs, devices and traffic flow around a work zone. Most councils and contractors still say "TCP" day-to-day, so the term remains in common use — we design under whichever name your paperwork uses.
What's the difference between a TCP and a TGS?
None, in practice. TCP is the older name; TGS is the current TfNSW term. Both describe the same site-specific work-zone diagram. Who can prepare a Traffic Control Plan in NSW?
A site-specific TCP must be prepared by a person holding a current SafeWork NSW PWZTMP (Prepare Work Zone Traffic Management Plan) qualification. Traffic control training has been prescribed under the WHS Regulation 2017 and managed by SafeWork NSW since 01/07/2020. Builders, contractors and engineers without this qualification can't legally sign one off. Every plan MK designs is signed by PWZTMP-qualified personnel.
How much does a Traffic Control Plan cost in NSW?
A standard residential TCP costs between $250 and $450. Commercial or multi-stage plans range from $400 to $800. Complex CBD or major-road plans sit between $600 and $1,200. Do I need a Traffic Control Plan for my DA in NSW?
If your DA includes works affecting a road, kerb, footpath or council reserve, the answer is almost always yes. Councils condition a TCP/TGS — or a full CTMP for bigger builds — under "prior to commencement of works" conditions. Check your Notice of Determination: if it mentions traffic, road occupancy or pedestrian management, you need one. Run the decider above or send us the conditions.
What happens if I work without an approved TCP?
A council ranger or NSW Police officer can issue an on-the-spot fine — which can exceed $2,200 a day — and order an immediate stop-work. Beyond the fine, your public liability cover may not respond to an incident on an unauthorised site. A standard plan from $250 is far cheaper than a shutdown, so it's never worth the risk.
How long does a Traffic Control Plan take to prepare?

What standards does a Traffic Control Plan need to meet in NSW?
NSW plans must comply with AS 1742.3:2019 (Traffic control for works on roads) and the current TfNSW Traffic Control at Work Sites (TCAWS) Technical Manual, Issue 6.1 — published February 2022 and amended by technical directions. The plan must also reference the local council's road occupancy permit requirements where applicable.
