What is a Construction Management Plan?

A Construction Management Plan (CMP) is the umbrella document a NSW council attaches as a condition of development consent, setting out how a site will be run during construction — traffic, environmental controls, waste, noise, dust, hours and public safety. It's usually submitted and approved before your Construction Certificate is issued. Design fees typically run $1,500 to $8,000+ and approval takes around one to four weeks once lodged, on top of any council administration fee. The CMP isn't one plan so much as a folder of sub-plans — the Construction Traffic Management Plan (CTMP) is the piece councils scrutinise hardest and reject most.

In NSW there's no single statewide trigger. A CMP appears as a numbered condition on your Notice of Determination — wording like "a Construction Management Plan shall be submitted to and approved by Council prior to the issue of a Construction Certificate." Each council sets its own requirements and its own administration fee to satisfy the condition. The fastest path through is a plan drawn to the current standards and terminology the assessor expects, so it clears the first time instead of bouncing back into the queue.

What sits inside a Construction Management Plan

"CMP" is the parent. Depending on your DA conditions and the scale of the build, it pulls together several sub-plans — each with its own standard and, sometimes, its own approving authority. MK prepares the full set.

A straightforward residential CMP typically costs between $1,500 and $2,500. Pricing scales with how many sub-plans your consent requires and the complexity of the site:

What is a Construction Management Plan?

What's the difference between a CMP and a CTMP?

The CMP is the parent document; the Construction Traffic Management Plan (CTMP) is the traffic section inside it. Small projects may only need the CTMP, while larger ones need the full CMP with environmental, waste and noise sub-plans as well. We confirm which your DA conditions actually require.

Who prepares a Construction Management Plan in NSW?

A CMP is prepared by a qualified traffic and construction management specialist, not self-prepared by the builder. The traffic components should be prepared by someone holding a current SafeWork NSW PWZTMP qualification working to AS 1742.3:2019 and the TfNSW TCAWS Manual. Every MK plan is prepared and signed by PWZTMP-qualified personnel.

How much does a Construction Management Plan cost?

A standard residential CMP costs between $1,500 and $2,500. Commercial and multi-stage projects range from $2,500 to $5,000, and major or complex builds with the full suite of sub-plans sit between $5,000 and $8,000+. How long does a CMP take to approve?

Allow roughly one to four weeks once lodged, depending on the council and whether the plan is right first time. The single biggest cause of delay is a document that isn't drawn to current standards, so an assessor kicks it back. We format the plan to clear the condition on first submission.

When is a Construction Environmental Management Plan required?

A Construction Environmental Management Plan (CEMP) is required when your consent conditions call for erosion, sediment, stormwater or contamination controls — common on sites involving demolition, earthworks or ground disturbance. It's one of the sub-plans that sits under the broader CMP, and we prepare it as part of the package.

Do I lodge my plan with the council or Transport for NSW?

The CMP itself is lodged with your council to satisfy the DA condition. Where the works affect a classified (state) road, the traffic component also needs a Road Occupancy Licence from Transport for NSW, applied for separately. We confirm the right authority for your site before lodging.
