How long does Liverpool Council take to approve a CTMP?
Allow a minimum of three weeks. Liverpool City Council's own Works Zone application form states it needs "a minimum of three (3) weeks to assess the application, to get necessary approvals and to organise installation of signs" — and where the works have to go to the Local Traffic Committee, it can run several weeks longer. The Construction Traffic Management Plan (CTMP) itself is usually a Development Application condition discharged before your Construction Certificate, while the on-street works it covers are approved separately through Council's permit system.
In practice there are two clocks running. First, the CTMP is reviewed by Council's engineering team to satisfy the DA condition — get it right first time and that's quick; get it bounced and you restart the queue. Second, any works zone, road occupancy or Section 138 permit attached to the build carries that minimum three-week assessment. The single biggest cause of delay is a plan that isn't drawn to AS 1742.3:2019 and the current Transport for NSW (TfNSW) terminology, so a reviewer kicks it back. Council recommends lodging online via its ePathway portal for faster processing, and asks for a minimum of three weeks' notice.
