What is a Pedestrian Management Plan?
A Pedestrian Management Plan (PMP) is a site-specific document setting out how pedestrians are kept safe and separated from vehicles, plant and hazards around a construction site or work zone. In NSW it's required either as a Development Application or Construction Certificate submission for medium-to-large developments, or under your Work Health and Safety Regulation 2017 duty to manage vehicle–pedestrian interaction. It covers footpath closures, protected walkways, detour routes, signage, hoarding and how foot traffic moves safely past the works.
On most NSW projects a PMP doesn't stand alone — it's bundled with construction traffic into a single Construction Traffic and Pedestrian Management Plan (CTPMP), the combined document councils like the City of Sydney, North Sydney and the Western Sydney LGAs commonly condition. What's the difference between a PMP, a CTMP and a TGS?
A PMP governs pedestrian safety; a TGS (formerly TCP) is the work-zone diagram for vehicles and devices on the road; a CTMP is the umbrella plan for the whole build. On most NSW sites the PMP is folded into a combined Construction Traffic and Pedestrian Management Plan, or sits as the pedestrian section inside the CTMP. Do I need a Pedestrian Management Plan for my DA in NSW?
If your works close or obstruct a footpath, run vehicles across a public path, or sit on a busy pedestrian frontage like a school or town centre, then almost always yes. It appears as a numbered condition on your Notice of Determination, often as part of a construction traffic and pedestrian management plan. Send us your consent wording and we'll confirm.
Is a PMP separate from a construction traffic management plan?
It can be either. For pedestrian-only impacts — a footpath closure or hoarding walkway — a standalone PMP is enough. For a full development, councils usually want the pedestrian plan combined with construction traffic into a single Construction Traffic and Pedestrian Management Plan (CTPMP). MK prepares it both ways, at no difference in process.
Who can prepare a Pedestrian Management Plan in NSW?
A PMP should be prepared by a suitably qualified traffic professional and signed by personnel holding a current Work Zone Traffic Management qualification (PWZ) from a SafeWork NSW-approved RTO.
