TCP vs TGS vs CTMP: Which Traffic Plan Do You Actually Need in NSW?
A TGS and a TCP are the same document under different names. A CTMP is something else entirely. Here's how to tell which one your DA, council or permit is asking for — in under two minutes.
The Short Answer
A TCP and a TGS are the same thing — a single site-specific diagram showing signs, devices and traffic flow around one work zone. "TGS" (Traffic Guidance Scheme) is the current Transport for NSW term; "TCP" (Traffic Control Plan) is the older name still used by many councils and contractors. A CTMP (Construction Traffic Management Plan) is different and bigger: it's the overarching DA-condition document that governs traffic, deliveries, parking and pedestrians across an entire construction project — with TCPs/TGSs deployed inside it.
So you're really choosing between two things, not three: a single work-zone diagram (call it a TCP or TGS — same document) for short-duration works on or near a road, or a whole-of-project management plan (CTMP) demanded by your development consent. The three questions below settle it.

Where People Get It Wrong
The four mix-ups we get asked to untangle most often.
"A TCP and a TGS are two different documents."
They're the same deliverable. TGS is just the current TfNSW name for what used to be called a TCP. Order whichever term your council or permit uses — no difference in price or process.
"A CTMP is just a bigger TCP."
No. A CTMP is a management plan for the whole project; a TCP/TGS is one tactical diagram. The CTMP is the strategy, the TCP/TGS is a single work-zone layout deployed within it.
"My builder can sign off the traffic plan."
Only a person holding a current PWZ qualification can legally prepare a TCP, TGS or CTMP in NSW — regardless of how well they know the site.
"If I have a CTMP I don't need TCPs."
Usually the opposite. The CTMP sets the strategy, but each actual work zone still needs its own TCP/TGS, deployed as the build progresses.

What's the difference between a TCP, a TGS and a CTMP?

Is a TGS the same as a TCP?
Yes. A Traffic Guidance Scheme (TGS) is the current Transport for NSW term for what was historically called a Traffic Control Plan (TCP). Both describe the same site-specific work-zone diagram. Councils and contractors still use both names — order under whichever heading your paperwork uses, at no difference in price or turnaround.
Do I need a CTMP or just a TCP for my DA?
Check your Notice of Determination. If it names a "Construction Traffic Management Plan", you need a CTMP — typically approved before your Construction Certificate. If it only conditions traffic control for specific works, or you're applying for a road occupancy permit, a TCP/TGS is usually enough. When unsure, send us the conditions and we'll confirm free.
Can one document cover the whole project?
For a larger build, the CTMP is the single overarching document — but it doesn't replace individual TCPs/TGSs. The CTMP sets the project-wide strategy, then each specific work zone is covered by its own TCP/TGS deployed as construction progresses. Small jobs with no DA condition often need only a single TCP/TGS.
Which is more expensive — a TCP/TGS or a CTMP?
A CTMP costs significantly more because it covers the whole project and includes swept-path modelling, staging and council-specific contents. A single TCP/TGS is a much smaller deliverable. Who can legally prepare these documents in NSW?
All three must be prepared and signed by a person holding a current Prepare Work Zone Traffic Management Plan (PWZ) qualification from a SafeWork NSW-approved RTO. Builders and contractors without it can't legally sign one off. CTMP swept-path diagrams must also be modelled to AS 2890.2 and Austroads design-vehicle templates.
