What it actually means

You cannot get your Construction Certificate — so you cannot legally start building — until this plan is written, lodged and signed off. It's not optional, and it's not something your builder can scribble on site. The CTMP becomes a contractually binding document the moment your DA is approved.

Watch for the partner condition that often sits beside it: a Works Zone application assessed under section 138 of the Roads Act 1993 and reported to The Hills Local Traffic Committee, plus a pre-commencement dilapidation report on the surrounding Council roads, kerbs and footpaths.
