How long does the City of Boroondara take to approve a Road and Footpath Occupancy Permit?
Allow up to 10 business days, and lodge at least 10 business days before you start. The City of Boroondara tells applicants to “submit your application at least 10 business days before you intend to start building works” and to “allow up to 10 business days for your application to be assessed”. Council requires a compliant Traffic Management Plan (TMP) or Traffic Guidance Scheme (TGS), prepared by a qualified person under the Road Management Act 2004 and Road Safety Act 1986, plus public liability cover of at least $20 million.
Boroondara is a dense, established inner-eastern municipality, so most jobs interface with tram routes and heritage streets — which makes a plan drawn to AS 1742.3:2019 and the Road Management Act 2004 non-negotiable. The usual cause of a bounced application is a plan that isn't drawn to standard, or one that ignores the tram interface. MK builds your Boroondara TMP to lodge cleanly the first time, in the terminology Boroondara's assessors expect.
Boroondara's three approval paths — and who signs off
“TMP approval” in Boroondara isn't one stamp. Which path you're on decides your timeframe, so order the right document for the right authority.
| Path | What it covers | Who approves & timing |
|---|---|---|
| Traffic Management Plan (TMP) / TGS | A compliant TMP or Traffic Guidance Scheme showing how you place, erect, dismantle and undertake works. Required, and must be prepared by a qualified person. | Assessed by Council under the Road Management Act 2004 and Road Safety Act 1986, alongside your Road and Footpath Occupancy Permit. |
| Road and Footpath Occupancy Permit (local road) | Occupying a Council-managed road or footpath for building works — hoardings, loading, lane and footpath occupation. Related: Works Zone and Road Opening permits. | City of Boroondara under the Road Management Act 2004, lodged online. Apply at least 10 business days ahead; allow up to 10 business days to assess; $20m public liability. |
| DoT Victoria consent (arterial / freeway) | Works affecting a State-declared arterial or freeway — the Eastern Freeway, Whitehorse Road (Maroondah Highway), Burke Road, Toorak Road or Riversdale Road. | Department of Transport and Planning (DoT Victoria, formerly VicRoads) via a separate consent — not Council. |
Not sure which path your site is on? Send us the address and your permit or planning conditions — we'll confirm whether it's a Boroondara permit or a DoT Victoria consent, at no cost.
TMP, CTMP or CMP — which one does my Boroondara project need?
Quick answer: in Victoria the road document is a TMP. “CTMP” is the New South Wales name for the same thing, and a CMP is a separate planning-permit document.
If your works are in Boroondara, you need a Traffic Management Plan (TMP) — not a CTMP. “CTMP” (Construction Traffic Management Plan) and the phrase “construction traffic management plan” are New South Wales terms; Victoria prepares a TMP under the Road Management Act 2004 and AS 1742.3. A Construction Management Plan (CMP) is a different document again — a broader site-management plan often conditioned on a planning permit, and it doesn't replace the TMP that lets you occupy the road.
| Document | What it is | When you need it |
|---|---|---|
| Traffic Management Plan (TMP) | The Victorian road-works document — staging, road occupation, pedestrian safety and the TGS for each work zone, to AS 1742.3 and the Road Management Act 2004. | Whenever you occupy or work in the road reserve. Goes with Boroondara's Road and Footpath Occupancy Permit. |
| Construction Management Plan (CMP) | A broader site-management plan — construction hours, deliveries, parking, amenity and neighbour impacts. May reference traffic but isn't the road-occupation approval. | Often a condition of your planning permit. Separate from the TMP, and sometimes required as well. |
| CTMP (a NSW term) | The New South Wales name for a construction traffic management plan. Victoria doesn't use it. | Never in Victoria. If a head office or interstate consultant asks for a “CTMP” on a Boroondara site, that's your TMP. |
Send us your permit or planning conditions and we'll tell you exactly which documents your Boroondara project needs — the TMP, and whether a CMP is conditioned too — at no cost.
When Boroondara requires a Traffic Management Plan
Boroondara conditions a TMP or TGS on most works that occupy or affect a road or footpath. Common triggers across the LGA:
- Road and Footpath Occupancy Permits for building works
- Knock-down-rebuild and infill developments across the inner-east
- Hoardings, gantries and site fencing on a footpath
- Loading and unloading on a Council road or footpath
- Lane or footpath closures requiring pedestrian detours
- Crane lifts and concrete pumping over a public road
- Works on or near State arterials and tram routes (DoT Victoria consent)
- Works Zone permits for extended on-street loading
- Utility works (water, gas, NBN, power) within the road reserve
- Works in heritage streets and precincts
Not sure if your job needs one? Send us your permit conditions or scope of works — we'll confirm at no cost.
What's in a Boroondara-ready TMP from MK
A TMP is a full technical document, not a sign diagram. Every plan we prepare for a Boroondara site includes:
- Construction staging & sequencingHow traffic, deliveries and works phase across the build to keep Boroondara's road network moving.
- Site access & haulage routesIngress, egress and heavy-vehicle routes mapped to suit Boroondara's road hierarchy and narrow heritage streets.
- Road & footpath occupancy layoutHoardings and on-street loading set out for a Road and Footpath Occupancy Permit where the site can't take deliveries internally.
- Tram-interface managementWork zones set out to keep clear of tram tracks, stops and overhead — a defining Boroondara constraint.
- Pedestrian & cyclist managementFootpath closures, detours and shared-path diversions drawn to AS 1742.3:2019.
- Prepared by a qualified personExactly what Boroondara requires under the Road Management Act 2004 and Road Safety Act 1986.
- Supporting Traffic Guidance Schemes (TGS)Site-specific TGS for each work zone as the build hits the road.
- Lodgement-ready formatStructured to attach to Boroondara's online Road and Footpath Occupancy Permit application.

Boroondara TMP FAQs
Direct answers to what Boroondara builders, developers and project managers ask us most.
How long does Boroondara take to approve a Road and Footpath Occupancy Permit?
Allow up to 10 business days, and lodge at least 10 business days before you start. The City of Boroondara asks applicants to submit at least 10 business days before building works begin, and to allow up to 10 business days for assessment. A clean, first-time lodgement is the fastest path, because a plan that isn't drawn to AS 1742.3:2019 gets sent back.
Do I need a TMP or a TGS for my Boroondara works?
One or the other, depending on the works, and Boroondara accepts both. Council requires a compliant Traffic Management Plan (TMP) or Traffic Guidance Scheme (TGS) showing how you place, erect, dismantle and undertake works, prepared by a qualified person under the Road Management Act 2004 and Road Safety Act 1986. We prepare whichever your job needs, ready to lodge.
Do I lodge with the City of Boroondara or DoT Victoria?
It depends who manages the road. Works on local roads go to the City of Boroondara via its Road and Footpath Occupancy Permit under the Road Management Act 2004. Works affecting a State arterial — the Eastern Freeway, Whitehorse Road (Maroondah Highway), Burke Road, Toorak Road or Riversdale Road — need a separate consent from DoT Victoria. We confirm the right authority for your site.
How much does a TMP cost for a Boroondara project?
A standard residential TMP for a Boroondara site costs between $1,500 and $2,500. Commercial and multi-stage projects range from $2,500 to $5,000, and major activity-centre or tram-corridor projects sit above $5,000. Pricing depends on staging, traffic volume, the tram interface and pedestrian impacts. Council and permit fees are separate. Send a written competitor quote and we'll beat it by 10%.
What does Boroondara's Road and Footpath Occupancy Permit require?
The permit covers occupying a Council road or footpath for building works and is lodged online. Council requires a compliant TMP or TGS prepared by a qualified person, and a certificate of currency for public liability insurance with a minimum of $20 million. Apply at least 10 business days before works, and allow up to 10 business days for assessment.
Who can prepare a TMP in Victoria?
In Boroondara it's explicit: a qualified person must prepare the TMP or TGS as required by the Road Management Act 2004 and Road Safety Act 1986, aligned to AS 1742.3:2019. That's exactly what MK does — we prepare the plan to the standard Boroondara's assessors require, with the tram interface handled.
How fast can MK deliver a Boroondara TMP?
Most TMPs are turned around within 24 to 48 hours of receiving your site details, well inside Council's own assessment window. Standard supporting TGS ordered before 11am can be same-day. Because Boroondara asks you to lodge at least 10 business days ahead, getting a clean plan early is what protects your start date.
Can you prepare a Boroondara TMP if you're based in NSW?
Yes. MK is a NSW-based firm preparing Victorian-compliant TMPs remotely, drawn to AS 1742.3:2019 and the Road Management Act 2004 by a qualified person, as Boroondara requires. We work from your site address, plans and permit conditions — from Camberwell and Hawthorn to Kew and Balwyn, tram interface included.
Is it a TMP or a CTMP in Boroondara?
In Boroondara — and everywhere in Victoria — it's a TMP (Traffic Management Plan). “CTMP” (Construction Traffic Management Plan) is the New South Wales term for the same road document; Victoria works to a TMP under the Road Management Act 2004 and AS 1742.3. If an interstate head office asks for a “CTMP”, on a Boroondara site that's your TMP. A Construction Management Plan (CMP) is a separate planning-permit document and doesn't replace it.
TMPs for other Victorian councils
We prepare Traffic Management Plans formatted to each council's road-occupation pathway and the Road Management Act 2004. Other Victorian councils we cover:
Need a different document?
A TMP covers your whole project. For a single work zone, you'll likely need a Traffic Guidance Scheme.
