How far ahead do I need to lodge for works in a Wyndham road reserve?

Apply at least 20 business days before you start. Wyndham City's Consent to Work within a Road Reserve page tells applicants to “apply at least 20 business days before you begin works”, and the consent is then valid for six months. Your Traffic Management Plan (TMP) is what makes that application assessable — Wyndham flags a TMP for service, drainage, road-construction and subdivisional tie-in works, and puts full responsibility for traffic management on the applicant.

So the 20 business days is a lead-time, not a promise of a decision by then — which means the earlier you have a clean TMP, the safer your program. The plan and its supporting Traffic Guidance Scheme (TGS) need to be drawn to AS 1742.3 and the Road Management Act 2004. The usual cause of a bounced application is a plan that isn't drawn to standard. MK builds your Wyndham TMP to lodge cleanly the first time, in the terminology Wyndham's assessors expect.

Wyndham's three approval paths — and who signs off

“TMP approval” in Wyndham isn't one stamp. Which path you're on decides your timeframe, so order the right document for the right authority.

PathWhat it coversWho approves & timing
Traffic Management Plan (TMP)The overarching plan for the works — staging, access, pedestrian safety and the TGS for each work zone. Flagged by Wyndham for service, drainage, road-construction and subdivisional tie-in works.Reviewed as part of your Consent to Work within a Road Reserve. The applicant carries full responsibility for traffic management, so it must be prepared by a traffic consultant.
Consent to Work within a Road Reserve (local road)Opening, occupying or working within a Council-managed road reserve or drainage easement — service connections, crossovers, lane occupation.Wyndham City under the Road Management Act 2004, lodged via the T1Cloud portal. Apply at least 20 business days before works; consent valid six months.
DoT Victoria consent (arterial / freeway)Works affecting a State-declared arterial or freeway — the Princes Freeway (M1), Princes Highway, Point Cook Road, Sayers Road, Derrimut Road or Dohertys Road.Department of Transport and Planning (DoT Victoria, formerly VicRoads) via a separate consent — not Council.

Not sure which path your site is on? Send us the address and your permit or planning conditions — we'll confirm whether it's a Wyndham consent or a DoT Victoria consent, at no cost.

TMP, CTMP or CMP — which one does my Wyndham project need?

Quick answer: in Victoria the road document is a TMP. “CTMP” is the New South Wales name for the same thing, and a CMP is a separate planning-permit document.

If your works are in Wyndham, you need a Traffic Management Plan (TMP) — not a CTMP. “CTMP” (Construction Traffic Management Plan) and the phrase “construction traffic management plan” are New South Wales terms; Victoria prepares a TMP under the Road Management Act 2004 and AS 1742.3. A Construction Management Plan (CMP) is a different document again — a broader site-management plan often conditioned on a planning permit, and it doesn't replace the TMP that lets you occupy the road.

DocumentWhat it isWhen you need it
Traffic Management Plan (TMP)The Victorian road-works document — staging, road occupation, pedestrian safety and the TGS for each work zone, to AS 1742.3 and the Road Management Act 2004.Whenever you occupy or work in the road reserve. Goes with Wyndham's Consent to Work within a Road Reserve.
Construction Management Plan (CMP)A broader site-management plan — construction hours, deliveries, parking, amenity and neighbour impacts. May reference traffic but isn't the road-occupation approval.Often a condition of your planning permit. Separate from the TMP, and sometimes required as well.
CTMP (a NSW term)The New South Wales name for a construction traffic management plan. Victoria doesn't use it.Never in Victoria. If a head office or interstate consultant asks for a “CTMP” on a Wyndham site, that's your TMP.

Send us your permit or planning conditions and we'll tell you exactly which documents your Wyndham project needs — the TMP, and whether a CMP is conditioned too — at no cost.

When Wyndham requires a Traffic Management Plan

Wyndham flags a TMP on most works that affect a road, footpath or reserve, or that generate construction traffic. Common triggers across the LGA:

  • Consent to Work within a Road Reserve for service and drainage works
  • Road construction and subdivisional tie-in works in growth estates
  • Multi-lot subdivisions across Tarneit, Truganina and Manor Lakes
  • Loading and unloading on a Council road or nature strip
  • Lane or footpath closures requiring pedestrian detours
  • Crane lifts and concrete pumping over a public road
  • Works on or near State arterials (DoT Victoria consent)
  • Occupying a footpath or nature strip during a build
  • Utility works (water, gas, NBN, power) within the road reserve
  • Industrial and freight-precinct works around Truganina and Laverton North

Not sure if your job needs one? Send us your permit conditions or scope of works — we'll confirm at no cost.

What's in a Wyndham-ready TMP from MK

A TMP is a full technical document, not a sign diagram. Every plan we prepare for a Wyndham site includes:

  • Construction staging & sequencingHow traffic, deliveries and works phase across the build to keep Wyndham's road network moving.
  • Site access & haulage routesIngress, egress and heavy-vehicle routes mapped to suit Wyndham's road hierarchy and growth-corridor arterials.
  • Road occupation & loading layoutOn-street loading set out for a Consent to Work within a Road Reserve where the site can't take deliveries internally.
  • Pedestrian & cyclist managementFootpath closures, detours and shared-path diversions drawn to AS 1742.3.
  • Supporting Traffic Guidance Schemes (TGS)Site-specific TGS for each work zone as the build hits the road.
  • Risk assessmentHazards identified for the actual streets — not a generic template.
  • Road Management Act 2004 framingPrepared to the Victorian framework Wyndham assesses against, with the terminology its officers expect.
  • Lodgement-ready formatStructured to attach to Wyndham's T1Cloud Consent to Work application.

Wyndham TMP FAQs

Direct answers to what Wyndham builders, developers and project managers ask us most.

How far ahead do I lodge for works in a Wyndham road reserve?

Apply at least 20 business days before works start. Wyndham City's Consent to Work within a Road Reserve page states you should apply at least 20 business days before you begin works, and the consent is valid for six months. That figure is a lead-time to allow, so the earlier you have a clean TMP, the safer your program.

Do I need a TMP or a TGS for my Wyndham works?

Often both, depending on the works. Wyndham flags a Traffic Management Plan (TMP) for service, drainage, road-construction and subdivisional tie-in works, and puts full responsibility for traffic management on the applicant. The Traffic Guidance Scheme (TGS) is the site-specific diagram for each work zone. We supply the TMP with its supporting TGS ready to lodge.

Do I lodge with Wyndham City or DoT Victoria?

It depends who manages the road. Works on local roads go to Wyndham City under the Road Management Act 2004, via the T1Cloud Consent to Work portal. Works affecting a State arterial — the Princes Freeway (M1), Princes Highway, Point Cook Road, Sayers Road or Derrimut Road — need a separate consent from DoT Victoria. We confirm the right authority for your site.

How much does a TMP cost for a Wyndham project?

A standard residential TMP for a Wyndham site costs between $1,500 and $2,500. Commercial and multi-stage projects range from $2,500 to $5,000, and major growth-precinct or industrial projects sit above $5,000. Pricing depends on staging, traffic volume and pedestrian impacts. Council and permit fees are separate. Send a written competitor quote and we'll beat it by 10%.

What does Wyndham's Consent to Work within a Road Reserve require?

The consent covers works within a Council road reserve or drainage easement and is lodged online via Wyndham's T1Cloud portal. You'll generally need a site plan, a Traffic Management Plan where the works trigger one, and public liability cover. Apply at least 20 business days before works; the consent is valid for six months from issue.

Who can prepare a TMP in Victoria?

A compliant TMP and its supporting Traffic Guidance Schemes should be prepared by a suitably qualified traffic consultant, working to AS 1742.3 and the Road Management Act 2004. Wyndham's own form makes the applicant responsible for traffic management, so a plan prepared by a competent consultant protects you — which is exactly what MK provides.

How fast can MK deliver a Wyndham TMP?

Most TMPs are turned around within 24 to 48 hours of receiving your site details. Standard supporting TGS ordered before 11am can be same-day. Because Wyndham asks you to apply at least 20 business days out, getting a clean plan early is what protects your start date.

Can you prepare a Wyndham TMP if you're based in NSW?

Yes. MK is a NSW-based firm preparing Victorian-compliant TMPs remotely, drawn to AS 1742.3 and the Road Management Act 2004 in the terminology Wyndham's assessors expect. We work from your site address, plans and permit conditions — from Werribee and Point Cook to Tarneit and Manor Lakes.

Is it a TMP or a CTMP in Wyndham?

In Wyndham — and everywhere in Victoria — it's a TMP (Traffic Management Plan). “CTMP” (Construction Traffic Management Plan) is the New South Wales term for the same road document; Victoria works to a TMP under the Road Management Act 2004 and AS 1742.3. If an interstate head office asks for a “CTMP”, on a Wyndham site that's your TMP. A Construction Management Plan (CMP) is a separate planning-permit document and doesn't replace it.
