What it actually means
Your Construction Certificate cannot issue — so you cannot legally start work — until the CTMP is lodged through the NSW Planning Portal, assessed by Council's traffic team and approved. It's not optional, and the builder cannot solve it on site. Once approved, the CTMP is a contractually binding document for the life of the build.
Watch for the partner approvals that almost always sit alongside it on a Randwick consent: a Works Zone application (the CTMP is a required attachment, not a substitute), assessment by the Randwick Traffic Committee for non-routine matters, a separate Application to Undertake Civil Works if you're cutting kerb or opening road or footpath, and for any work on a State Road (Randwick has eleven of them) a TfNSW Road Occupancy Licence (ROL). Randwick Traffic Committee — second Tuesday, online
The Randwick Traffic Committee meets the second Tuesday of each month at 9:30am via MS Teams (except January). Agenda papers are published one week prior. Community participants must email council@randwick.nsw.gov.au at least 24 hours before to make representations. We time submissions to land on the right agenda and prepare any presentation materials Council needs.
Works Zone consent — neighbour sign-off if not your frontage
Per Council's published Works Zone rules: if the proposed Works Zone is not along your development, you must provide written approval from the adjacent property owners. The full Works Zone process — application, Traffic Committee assessment, signage installation — can take up to 8 weeks. The CTMP is a required attachment to the Works Zone application, not a substitute for it. We coordinate both.
UNSW Kensington student-housing pipeline
Kensington and Kingsford carry the highest small-lot apartment density in the LGA — driven by UNSW's 58,000 students on the Kensington campus and the L2 light rail terminus. CTMPs on Anzac Parade, Doncaster Avenue, Gardeners Road, Rainbow Street, Houston Road and Botany Street need explicit treatment of pedestrian volumes between class periods, late-night cleaning deliveries, and student-cyclist routing along the K2CP corridor.

Construction near Coogee Bay Road, Arden Street, Carr Street, Clovelly Road, Beach Street or the cliff-edge streets between Coogee and Clovelly needs CTMPs that address summer tourist pedestrian volumes, beach event days, narrow approach streets and limited delivery windows.
