What it actually means

You cannot get your Construction Certificate — so you cannot legally start building — until this plan is written, emailed to Council's traffic team and signed off. It's not optional, and it can't be addressed on site by the builder. The CTMP becomes a contractually binding document the moment your DA is approved.

Watch for the partner approvals that almost always sit alongside it on a Waverley consent: a Construction Zone (signposted "No Parking, 7am–5pm Mon–Fri, 8am–3pm Sat, Council Authorised Vehicles Excepted") assessed by the Waverley Traffic Committee, an Application to Occupy a Public Road or Footway (for boom pumps, cranes, scissor lifts) requiring $20m public liability and NSW Police notification, and — for any work on a State Road — a TfNSW Road Occupancy Licence (ROL). Almost every road in Waverley is Council-managed. Waverley Traffic Committee — 4th Thursday

The Waverley Traffic Committee meets the 4th Thursday of every month at 10am at Council Chambers (cnr Paul St & Bondi Rd, Bondi Junction). It is not open to the public and does not meet in January. Construction zones with transferable permits

Where works occupy a Waverley kerb, Council installs a signposted "No Parking, 7am–5pm Mon–Fri, 8am–3pm Sat, Council Authorised Vehicles Excepted" zone and issues transferable permits to use it. The zone application is separate from the CTMP and goes through the Traffic Committee. We format the plan to back it.

Bondi Junction Master Plan & the SEPP Housing surge

The draft Bondi Junction Master Plan signals up to 3,000 new homes and heights of up to 100 m in the town-centre core. Combined with SEPP (Housing) 2021 affordable-housing FSR / height bonuses now driving most large DAs, the CTMP scope on Oxford Street, Grafton Street, Nelson Street, Bondi Road and Spring Street sites is markedly heavier than even 12 months ago.

Beach access & event-day clearways

Construction near Campbell Parade, Hall Street, Curlewis Street, Bronte Road or Bronte beachfront has to work around tourist pedestrian volumes and annual event clearways — Bondi NYE, City2Surf (14 km route), Festival of the Winds, and the standard Brighton Boulevard / Ramsgate Avenue one-way-out-until-7am routing.
