Woollahra fits 55,175 residents and a high-value renovation pipeline into 12 km² of harbour foreshore, heritage village centres and apartment-dense ridge suburbs — at 4,500 people per km². Around 78% of dwellings are medium or high density, and the LGA is on the edge of major change: the NSW Government's state-led rezoning around Edgecliff and the proposed new Woollahra Station (announced 24/08/2025) covers approximately 18.85% of the LGA and signals up to 10,000 new homes — half of them within Heritage Conservation Areas. What it actually means

Your Construction Certificate cannot issue — so you cannot legally start work — until the CTMP is written, lodged on Council's form, paid for and approved. It's not optional, and the builder cannot solve it on site. Once approved, the CTMP is a contractually binding document for the life of the build.

Watch for the partner approvals that almost always sit alongside it on a Woollahra consent: a Works Zone (formerly Construction Zone) application assessed by the Woollahra Local Traffic Committee, a separate Permit to Stand Plant for any oversize vehicle (longer than 7.5 m or heavier than 4.5 tonnes — including cranes, concrete pumps and pile rigs), a Road Opening Permit if you're excavating in the road or footpath, and for any work on a State Road a TfNSW Road Occupancy Licence (ROL). Heritage Conservation Areas — half the LGA

Paddington, Woollahra Village, Bellevue Hill, Centennial Park and large parts of Double Bay, Edgecliff and Vaucluse sit within Heritage Conservation Areas under the Woollahra Local Environmental Plan. Council's NSW Government-led rezoning data confirms ~50% of the Edgecliff–Woollahra rezoning area is within HCAs. Permit to Stand Plant at 7.5 m or 4.5 t

Per Woollahra's published CMP guidance, any oversize vehicle operating on Council property — including a Council-approved Works Zone — must attain a Permit to Stand Plant on each occasion. The threshold is explicit: longer than 7.5 m or heavier than 4.5 tonnes. Cranes, concrete pumps and pile rigs fall straight into this. The CTMP must call it out.

Edgecliff–Woollahra Station rezoning

Announced by the NSW Premier on 24/08/2025 — a state-led rezoning around the existing Edgecliff Station and the proposed new Woollahra Station (the 1970s "ghost station" being completed for 2029). It covers approximately 18.85% of the LGA and enables up to 10,000 new dwellings within 400 m of Edgecliff and 800 m of Woollahra Station. Public exhibition of the rezoning is expected in the second half of 2026.

Local Traffic Committee — first Tuesday monthly

The Woollahra Local Traffic Committee (LTC) meets the first Tuesday of each month at 10am in the Thornton Room, 536 New South Head Road, Double Bay. It is open to the public and members of the community can address the committee. Agenda papers are published from 3pm the Thursday before. Works Zones and most construction traffic matters go through it — we time submissions to land on agenda before your CC is needed.

Oxford Street — split jurisdiction

Oxford Street runs straight through the Paddington / Woollahra heart of the LGA but is one of Sydney's quirkiest road-management cases. The northern footpath and kerb is Woollahra's responsibility; the southern side is City of Sydney; the road itself is State Government-owned (TfNSW). A site fronting Oxford Street can trigger a CTMP to Woollahra and a TfNSW Road Occupancy Licence. The plan needs to address both.

Four State Roads — and they cross the LGA

The TfNSW-controlled corridors through Woollahra are New South Head Road (Edgecliff to Vaucluse), Old South Head Road (Bellevue Hill to Watsons Bay via Rose Bay), Oxford Street (Paddington to Bondi Junction), and Syd Einfeld Drive (the Bondi Junction bypass). Site frontage to any of these triggers a TfNSW Road Occupancy Licence on top of the Woollahra CTMP.
